BKREA: New York's Push to Speed Up Approvals Could Reshape the Real Estate Development Site Market

Oct 16, 2026

Affordable Housing Fast Track districts are named, and two November 3 ballot proposals target city land sales and construction permitting with details on the BKREA NYC October Development News.

-- New York City is moving to cut months out of the approval process for new housing, and BKREA expects the changes to shift how developers underwrite land. The city has named the 12 community districts where a 90-day Affordable Housing Fast Track review begins January 1, 2027. On November 3, voters will decide two City Charter proposals that would speed the sale of small city-owned parcels and consolidate construction permitting into a single hub.

For development sites, time is money. Shorter, more predictable approval timelines reduce carrying costs and entitlement risk, two of the biggest variables in what a developer can afford to pay for land.

Detail are available on the NYC October Development Site Monthly Newsletter

Fast Track: 90 days instead of seven months

Approved by voters in November 2025, the Affordable Housing Fast Track gives eligible rezoning proposals that create affordable housing a streamlined 90-day public review. That compares with roughly seven months under the traditional Uniform Land Use Review Procedure (ULURP), a savings of about four months.

Mayor Zohran Mamdani and Department of City Planning Director Sideya Sherman selected the 12 districts with the lowest rates of affordable housing production. Together they make up one-fifth of the city's 59 community districts, yet they produced only 724 of the 65,777 affordable homes created between 2021 and 2026, about 1%.

Community Board and Borough President review, public input, environmental review and landmark protections all remain in place. The Fast Track compresses the sequence into fewer stages, concluding with the City Planning Commission.

The Fast Track is one piece of the administration's broader Block by Block housing plan, which also aims to cut City Planning's pre-certification process for zoning actions from about two years to six months.

On the ballot: faster land sales and one-stop permitting

New Yorkers will vote on five City Charter amendments on Election Day, November 3, with early voting from October 24 through November 1. The proposals come from Mayor Mamdani's Commission on Government Efficiency, and two bear directly on real estate.

Proposal 3 would cut the timeline for selling small pieces of city-owned land from about seven months to 90 days. Multiple agencies could review certain sales or leases at the same time, with no final City Council review. The proposal also covers city office leasing and two transportation measures, all decided in a single yes-or-no vote.

Proposal 4 would create a centralized construction permitting hub, so applicants deal with one entity instead of waiting on approvals across multiple agencies. It would let the Department of Buildings commissioner appoint more officials who can approve construction documents and would move permitting for city-owned waterfront structures to DOB. The Mayor's Office says the change would bring 40 approvals from 18 offices and agencies into one place.

"Developers price risk into every land deal, and approval timelines are one of the harder risks to underwrite in New York," said Genessy Jaramillo, Managing Director at BKREA. "If the Fast Track and these charter changes deliver what they promise, buyers can model a shorter path from contract to shovels. That shows up in land values, especially for sites in the Fast Track districts that have been overlooked for years."

What owners and developers should watch

BKREA sees three practical questions for the market as these reforms take effect.

  • Where demand moves. The 12 Fast Track districts have produced little affordable housing in recent years. A faster path to approval could draw developer interest to sites there that were previously passed over.
  • Whether agencies can keep pace. Shorter timelines depend on staffing at City Planning, Buildings and other agencies. Delays there could erode the time savings.
  • How the vote lands. Proposal 3 bundles the land-sale reform with unrelated transportation measures, so it passes or fails as a package. Owners and developers with city-land or permitting exposure should follow the November 3 results closely.
